ResourceManger open command throws an error

Hi, I'm new to this world
and i got programming that needs to fixed/more is needed on it.

and one like

instrument.IO = (IMessage)manager.Open(srcAddress, Ivi.Visa.Interop.AccessMode.NO_LOCK, openTimeout: 0, OptionString: "");

manager is ResourceManager
instrument is FormattedIO488

throws me an error 
with {"HRESULT = 80040011"}
I tried to look online but nothing concrete came out

Why do C++ devs not read the documentation for long-lived stdlib types and assume a programming pattern they're unfamiliar with is due to others' lack of rigour and not their own lack of knowledge?
