Support NuGet packages

It would be nice to provide NuGet packages instead of being required to reference local DLLs.  This would include APIs like NI-DAQmx, TestStand and UI controls.

Yes, dotnet depedancies are a pain with NI Drivers.  I am surprised NI doesn't publish Nuget packages.  Instead they install DLLs in random locations you have to search for and directly reference them.
