Why doesn't FindResources return all the resources?

I am working on setting up a 64 bit Win 7 machine to reproduce the issue. I am not seeing the issue on my PC but it is also 32 bit.  If I can reproduce I will talk to R&D and see if a corrective action request needs to be filed to fix the bug, or if it is already known and being worked on.
