How can I fix build error in InstallShield 2008 Express Edition caused by NIMesaDLL.msm?

I have created an InstallShield 2008 Express Edition project for a VB6 project that uses Measurement Studio. The IS wizard for VB6 projects added MSVCRT.MSM, NIMesaDLL.msm, and niMetaUtils.msm to the Redistributables. Trying to build gives the error "ISEXP : fatal error 0:". Removing NIMesaDLL.msm from the Redistributables removes the error. IS tech support says the problem is with the file NIMesaDLL.msm. Does anyone know how to fix the build error?

Also please note that there are some known issues with InstallShield that have been reported to our Research and Development department. We currently don't have timeline for when these issues will be fixed.
