As is increasingly common in software packages, Tools for Visual C++ documentation is completely online, and there are no hardcopy manuals for the product. The cwpp file you mention documents the Tools for Visual C++ classes. In addition, you can find more information about the ActiveX controls contained in Tools for Visual C++ in the ComponentWorks Reference, which is also a .HLP file installed with ComponentWorks. Tools for Visual C++ and ComponentWorks share the same controls for the User Interface (slide, button, graph, knob, and numeric edit box) and the 3D Graph. Though the ComponentWorks documentation is written for Microsoft Visual Basic, the API is very similar and the extra documentation can still occasionally be useful.
