PIC interface GSM modem through serial port

i am trying to build LPG Gas detector with GSM modem to send sms and infor if there is any gas leak. now my qui replay estion here:

can i replay by same message ,so that the PIC microcontroller can aknoledge device like solenoid valve to eliminate the leak by shut off the valve?

I am confused as to where National Instruments products come into this application. If you could be a little more clear about what NI products you are using and in what ways you need help I will be able to have a much better idea as to how to help.
