Chris,
as you probably know XPe is not an officially supported OS for NI-Motion. So the issue might be related to some missing files or features in your XPe image.
On the other hand I have seen other devices like multifunction DAQ boards working just fine on an XPe system but this is not a general statement, as there is no single XPe but lot's of different target specific XPe images with specific behavior. In fact that's the reason why it's hard for hardware vendors to support this platform.
Have you tested the board in a standard XP installation? Have you tried to use another PCI-slot on your XPe system? You also should make sure that you have installed the latest NI-Motion driver.
Sorry that I can't be of greater help in this case but maybe someone else in the forums has gathered experience with NI-Motion and XPe
