Yes you can, you will be reading back the velocity that is being generated by the motion controller.

can u fully explain the answer? i don't know how to read the velocity in RPM in open loop 7314.

You can just call read_RPM to get the instantaneous RPM of a given axis. You must first load Steps per Rev (store_steps_rev) or Load Steps and Lines/Rev (load_steps_line) before using this function.
