Can't configure nuLogic pcControl-4a isa board

Upgrading computer and porting from labview 4 to 6.1. My old vi's (supplied with the card) use a CIN to access 'nulogic.cfg' file. However, they can't find or read this file, though it's there. I upgraded to XP; would the new file system cause this?
The ValueMotion vi's won't recognize the card either, though they look exactly like the nulogic vi's --but they lack the option of choosing card type. How can I specify the address of the card, and can the value motion vi's control this card?
Other identifying numbers on the card include 5200-0003 and pC4L3944.

The PCControl is an old non plug and play model. Non-Plug and play devices, also cqalled legacy devices are not supported by Windos XP any more. This is a decision that Microsoft made for Windows XP. The best solution I can recommend is to upgrade to one of our newer 734x series boards.
