Is it possible to control a brushless servo motor with resolver feedback with a UMI7764? If so, do the different windings of the motor just connect to the "encoder" terminals on 7764?

The UMI-7764 is just a connector block with some signal conditioning on it. You can't connect a motor directly to the UMI. What you need is a power drive that does the commutation and power amplification. Then you can connect your motion control board (PCI-7344 or similar) to the drive using the UMI-7764
