Application compiled using LabVIEW version 6.1 will not run on a machine with version 5.1 installed.

I have developed an application on my development machine using LabVIEW version 6.1. I am trying to install the exectutable on a target machine that has LabVIEW 5.1 already installed. When trying to run the executable, it is not loading any of the DAQ VI's, although NI-DAQ has been installed on the machine and the necessary run-time engine files from LabVIEW 6.1 have been copied over.

The description of your problem suggest you have two different versions of the NI-DAQ driver installed on those two machines.
When an executable file is generated with Labview, the target machine where the executable will run needs to have the same version of the NI-DAQ driver that the development machine has installed.
