Are you able to turn off the relay by setting the output low? If you just stop the test panel the DO may very well maintain its current (high) state.

What device is connected to the 9472? The relay or the solenoid?
What is the make and model of each device?

If i switch it low the solenoid does shut-off.
Out of port 5 on the NI 9472 the relay is connected (8299K11)

Sounds like it is working then. You may want to put a reverse biased diode or supressor across the relay coil to prevent damage to 9472 output. The diode shunts the high voltage pulse that is generated when turning the inductive load (relay coil) off.

I got my VI to work now the last thing I'm having trouble with is writing the 4 Pressure signals and the Elapsed time to a spreadsheet file.
