Digital IO line is stuck at 5V for both input and output.

After board was sent in for repair, digital IO line 1 will no longer go low. Whether in input or output mode, the line will always be ~5V. Is this something that could possibly be fixed in software or do I need to send the board back in for repair again.

That seems to be a physical damage on the board, therefore there is nothing you can do Softwarewise to go around that.
