Error -201003 occurred at Test Panel

I got the following error when I tried to run the test panel of my NEW USB-6229.
 
Error -201003 occurred at Test Panel
Possible Reason(s):
Measurements: Device cannot be accessed.  Possible causes:
Device is no longer present in the system.
Device is not powered.
Device is powered, but was temporarily without power.
Device is damaged.
Ensure the device is properly connected and powered.  Turn the computer off and on again.  If you suspect that the device is damaged, contact National Instruments at ni.com/support.
Device Specified: Dev1
 
When I turned the device on, no LED turned on. I have checked the power using multimeter and it was all right. I got 12 VDC at the power outlet and at the switch but I don't know which spot to check in the circuit. ...  I checked the fuse and it's intact.
 
Is it likely that the device in damage?

Hi Kathy,

Does this device work on another computer or a different USB slot (particularly those in the back of the computer)?

What happens when you remove the USB-6229, delete it in Measurement & Automation Explorer (MAX), and reinstall it by plugging it back in?
