Hello NIL,
You are probably referring to the timing I/O specifications of the E Series User Manual. A frequency scaler is really just another counter usually only having a few bits of resolution. It's purpose is to "scale" down an input frequency by some integer value. You might have also heard of a "frequency divider." In reference to the E Series boards, they can be used for pulse train generation.
