Perfectly normal, the front end input circuitry is building up a charge (it's so low in capacity it won't hurt you).
Short the inputs together, it should read 0. Connect a source to it, it should read the correct voltage.

I've actually done those (shorted the inputs together and connected to a voltage source), but the device is unresponsive. And this is true for all 4 channels.

That does not sound normal then. Hopefully someone from NI will chime in, they will probably determine that you will have to send the module in for repair.
Have you tried cycling power, and was it previously working?

It does sounds like the device is damaged, how have you been getting these Voltage measurments? Are you using a LabVIEW program or test-panels to check these values.
