NI USB-TC01

I have a NI USB-TC01 and am attempting to use it in W8.1 with LabVIEW 2013 and later in W10 with LabVIEW 2020.  I have NI-DAQmx v16.  The TC01 does appear in NI MAX.  Here is my SW list.LabVIEW2013.jpg

Of course I get the firmware too old error.  I've downloaded the firmware updater, http://www.ni.com/download/ni-instantdaq-firmware-update-utility-1.2/5284/en/ , but it locks at "Syncing the flash" even when run overnight.  The window below cannot be closed short of Task Manager or reboot.

The firmware update may no longer exist on the NI site?  Is there another way to update the firmware of this device?
