Not able to install NI-4350 (USB), the LED on the front panel blinks 3 times

Having problem to install a NI-4350 (USB) with our computers (neither a desktop (Dell Vostro 400) nor a laptop ( GETAC) with Window XP operation system). Both computers recognize the NI-4350 (USB) by using Measurement & Automation (MAX). However, it failed the test panel from the devices and interfaces, and showed an error 'the device is not responding to the selected base address'.

Also, the LED on the front panel blinks 3 time per second and repeats the cycle. According to the NI-4350 manual, which implies the power supply failure. As suggested by the manual,  we tried to fix it by using the 'Set DAQ Device Information.vi' in LabView 5.  But, it still did not work. We configured the setting as below:

information type: device state during suspend mode
information setting: inactive

Error code: -10035 ( which means the specified attribute is not relevant)

Any suggestions on this case?  Thanks in advance

Are you connected to any accessories?  If so, then you may want to disconnect those and then try test panels.  If that begins working and you are using the CB-68T, then I recommend reviewing this article.  Was the device working on another computer and stopped working during the transition?  This article refers you to some suggestions in regard to that particular error.  When I tried test panels on a XP computer with NI 435x 2.5.2 driver and Traditional DAQ 7.4.4, a test panel populated below without any additional input.  What driver versions are you using?

Thanks for your reply. The NI-4350 was connected to CB-68T. However, it did not work even though the CB-68T was disconnected.

After contacting National Instruments, I was asked to send it back to the factory. They replaced a broken component (Analog Input Voltage (DMM)).
