On power up, there is a message saying the system state is unconfigured.

Unit is in my area for receiving/inspection. Not familiar with this hardware. Suspect there is no OS software installed (none called out on the PO). If true, how is it installed without a CD drive?

The OS is an optional install. Maybe the person who ordered the system intends to install it from an external cd drive and decided to save a few bucks. Can't you contact this person?
