When I turn on my computer, the digital IO lines on my card default to hi. How do I get the PCI-MIO-16E_10 card to put the DIO lines to low at system power on.

Marshri,
The KnowledgeBase I have linked below explains how you can use pull-down resistors to achieve a default state of low for your digital I/O lines:
Setting the Default State of Digital Lines on E Series DAQ Boards
Good luck with your application.
