Wiring an encoder to a ni9422.

I am sure I am missing something easy. I am trying to wire an encoder up to my NI9422 module as a counter, I cannot get any counts in the test panel on the counter in Max.

I have been able to read the pulses on a scope. I Have A wired to pin 0. I have DC 0 wired to pin 1,2,3. B and Z are not wired.

An external 5V power supply is being used for the supply voltage.

This set up has not produced any counts for me.

Any Ideas would be greatly appreciated.
