nidevmon.exe failed to initialize Vvista

We're runnig a new Vista machine, all updates and patches, to control an experiment using a program written in LabView 7.1.
I've installed LabView Run-Time Engine 7.1.1 and NI-DAQmx8.5, after uninstalling everything NI, rebooting, disconneting from internet, disabling anit-virus (Norton) and other protections, running VistaCleanUpTool, rebooting, installing LVRTE7.1.1, rebooting, installing DAQ8.5, rebooting, then turning on all protections.
The hardware (NI USB 6008) is installed in the machine and is recognized in both system and MAX.
I get an error upon login stating that "nidevmon.exe failed to initialize" it throws a hex code exception.  There is no icon in the system tray for this device monitor, nor can I find a file on the machine called nidevmon.exe, nor is there a service running that is either "device monitor" or "nidevmon"
The software listed in control panel > programs > national instruments is as follows:
IVI compliance package 3.0
LabView Run-Time engine 7.1.1
Signal Express 2.0
MAX 4.2.1
Measurement Studio Common .NET Language Assemblies 1.1 and 2.0
PXI PLatform Serviecs for Windows 2.3.0
DAQmx 8.5
VISA Runtime 4.1
From what I've read I don't need the device monitor, but I would like to get rid of the error message each time I log in.  Is this a bug about it not installing this particular file?  Are there any other suggestions people have, or knowledge base articles I have not yet found and tried?  Anyone know any registry edits for this?  etc..

I see that you are have a Vista machine and you are trying to get your application up and running.

I need some clarification:

1) are you running an executable on this system or are you developing on this system?
2) you mentioned you turned on protection of your computer, are you certain your antivirus software software isn't blocking nidevmon?
3) try the suggestions in this KnowledgeBase :

4) do you have administrative privilages?

This is a new machine, with all the updates to the bios and windows and patches and hardware that I know of or can find. 
It is not for development, only for running an executable.
I have already attempted all the things in that knowledge base article, as well as a couple of others.
I do not have admin priveledges as that particular user, what I do is right click MAX or the application and choose the option to "run as admin"

Does the antivirus/firewall software have to be turned off during run-time, or only during installation?  The problem with that for us is that we have some components connected through our lan, which is also our internet connection.  Of course the router would have its hardware firewall, but that box could still be vulnerable to virus.

Hello James,

You should be able to add the NI Device Monitor (nidevmon.exe) to this list of "Safe Programs" in your antivirus software. This will stop the software from blocking nidevmon.exe and allow you to continue running your antivirus software.

However, this issue may have more to do with your LabVIEW installation than antivirus software. The only version of LabVIEW that is compatible with Microsoft Windows Vista is LabVIEW 8.2.1. It is difficult to determine what could happen if you attempt to install an unsupported version of LabVIEW (like LabVIEW 7.1). This install could create a problem that causes the NI Device Monitor to stop working. For information about removing unsupported software, I would recommend that you examine this KnowledgeBase.
