Great detective work! I didn't think of that before. Based on this, could you check something?

In the account that Multisim doesn't work in, browse to your installation folder (usually C:\Program Files\National Instruments\Circuit Design Suite 10.0). Locate multisim.exe in that folder. Right click multisim.exe, and select Properties. Is anything checked on the Compatibility tab? Then click Show settings for all users. For the same Compatibility tab, is anything checked? If there is, uncheck it.

No options are selected in in any users' compability tab.

I had the same problem with Multisim not loading properly.  Instead of deleting the lvinstruments folder, I just created a backup copy

of called lvinstruments.bak.  Then I scrolled down in the same directory (c:/program files/National Instruments/Circuit Design suuite 10.0

and found multisim.exe and  ultiboard.exe.  Upon double clicking multisim.exe, the program opens and works fine.  I then deleted the program icons in the start menu and copied and pasted the icons from the aforementioned folder into the start menu.  It works!!!!
