关于怎么实现让指针不动，转盘转动指示

我是个新手，最近有个问题，就是我需要设计个模拟器，模拟是个罗盘，要求是指针不动，而转盘旋转指示，转盘为同心两个圆。外圆粗刻度，内圆精刻度。但是只用一个指针。两个圆都能转动。 麻烦帮忙看该怎么设计，非常感谢

One possible way could be using picture control to display a circular scale, and refreshing the scale at when input value changes.

Coding is not instant but do-able...

I have not done any X-control yet...  you might wanna find out more about it 🙂 too
