It's probably way out of date topic, but in case someone else have similar issue, here's the possible solution :
go to c:\Program Files\National Instruments\Shared\License Manager\Licenses\
If you have genunie LabVIEW you should have file "LabVIEW_LabVIEW_070100.lic".
Now. There might be also file called "LabVIEW_LabVIEW_070100_TmpEthernet. Remove it, and then try restarting your LabVIEW. This should solve the "The feature 'localhost' has expired" issue.
