If all of those directories show up, but there is no NI software is actually installed, it looks like someone has improperly removed it in the past and you are fighting a bunch of wrong registry keys....

Let's try removing and reinstalling NIPM on your machine. Please try the following:
1. From a working machine with NIPM 20.6 installed, zip up the contents of "Program Files/National Instruments/NI Package Manager
".
2. Extract those files into a folder on the desktop of the machine with the bad installation of NIPM.
3. Open an admin command prompt window to that folder.
4. Run "NIPackageManager.exe remove ni-package-manager --force-locked --force-essential".
5. Download and run the NIPM installer from here: https://www.ni.com/en-us/support/downloads/software-products/download.package-manager.html#322516.
