While trying to install TestStand 2019 (f4) (downloaded from this location), with a newly installed NI Package Manager, the following error message appears:
We have tried rebooting the host PC after latest Package Manager was installed, and have allowed package Manager to update, but we cannot install TestStand. This is a first installation of TestStand on this Windows 10 PC.
We are not sure what to try next. Has anyone else run into a problem like this? If so, how did you resolve it?

No, we have not tried the offline installer. I guess its worth a try.
Can I know if is something you have tried when facing these same circumstances?

Regarding the offline installer, yes, we just tried it with the same results. It did not work.

Solution was to uninstall and reinstall package manager. User was then able to successfully install and license TestStand.
