ni package manager browse product couldn't communicate to the feed locator api

I've Installed NI Package Manager. previously it works fine. until I need to reset my Windows 10 to fressh new setup. then I install NIPM again (version 19.6.0).

everythings looks fine, but the browse product tab couldn't load its content and says:
Couldn't communicate to the feed locator API

my problem is different, though I still follow it to delete any incolmplete credential record. untill I delete all credential at the end. doesn't solve my problem

I've also visit this link: Problem Updating Feeds When Installing Through NI Package Manager 

However my internet connection doesn't use any proxy.

I've checked My Norton Firewall setting, and NIPM already set to allow connection from and to this computer.

I'm not sure what else should I check.

did you ever find a solution to this?  I am having same issue with a new windows 10 setup

Yeah, at the end I uninstall all NI Softwares from the programs&features (control panel) including the NIPM itself. 

Of course, even all items installed under NIPM, are uninstalled previously within NIPM.

Restart my computer, and reinstall NIPM.

So, I couldn't explain what's actually happen.
