When I run the Dcomcnfg to run a remote process via the network on another machine,I can not select the "Edit Default" button on the Defauly Security Tab. Therefore under REngine >Properties > Security the edit button is not enabled.
I think you need to change the access control settings for the OS to user-level access in order to use dcomcnfg. You can do this by going to the access control tab of the Network control panel in Windows98.
