It appears to be a known issue with TestStand.

The internal notes mention a patch, but it was not patched for 4.2.1 and the fix is available in TestStand 2010. As far as I know, there are no known workarounds, so you should upgrade to 2010 if they want to use these steps. If you can not upgrade, you could try reverting NiSE to 3.0(if it is possible fot you), but that would probably require you to remove all NI software and install everything but the latest NiSE (stay at 3.0, not 3.5 if that is actually what caused the problem).

Dear Claudio,
I have understod and I can install TS2010 but anyway I must be able to work still also with ver 4.x due to reason of compatibility with already developed code. (I know that I can open and save in previous format but anyway it is difficult to recreate a deployed image compatible with a previuos deploy in order to release path or upgrade to the end user avoiding a full reinstall).
It is possible to obtain a patch and/or a workaround in order to operate also with TS4.x?
Let me know.

Sorry but there is no workaround or patch to operate with TS4.x.
The error is fixed in TS2010
