Yes but by this utility is not uninstalling softwares the same way Windows does, so maybe this could help. We should give it a try.

Please uninstall all versions of TestStand from your machine, then use Windows Explorer to browse to C:\WINDOWS\assembly. Go to the View menu and select Details. Scroll down to the NationalInstruments files and provide screenshots of all the NationalInstruments.TestStand.x files.

Here are two files of expected assembly :
one with TestStand V4.1 installed
one with no TestStand installed

I think I know what the problem is. I think your sequence editor layout file got corrupted when the process crashed. That file is not uninstalled by the uninstaller. You need to manually remove it. The file is called layout_current.bin and it is located in the following directory:
<User Directory>\AppData\Local\National Instruments\TestStand x.x
You can also delete the other files in that directory if you want to restore the default settings for the sequence editor and user interfaces.
