Why viOpen return 0X3FFF003C (VI_ERROR_ALLOC) occasionally?

My TestStand App call CVI codes that access GPIB, and for each test I open the resource manager and the instrument in the beginning and close them in the end.
Why I get VI_ERROR_ALLOC (insufficient system resources to perform necessary memory allocation)?
Is there any memory leakage behind them?

Are you getting an error in TestStand, such as 17004? You may want to have a look at the following article:

Also, does this code work if you call it directly from a CVI app rather than calling it from TestStand? This error does necessarily not mean that there is a memory leak, but instead insufficient memory to perform a certain action. Maybe a small sample of code may help.
