I am trying to generate a report from the diff sequence tool, however, the only report type that it spits out for me is a xml file type. When I open up he xml file, it just looks like a jumbled mess.
Is there a clean and easy to read report format for this diff sequence tool?

You can use Internet Explorer to open XML File in an organized format.
Even you can select the Report Format of Your choice.

In what version of TestStand are you able to choose the report options for the diff seq tool? I am using teststand 2014 on this computer to try to create the report. I do have teststand 2016 available as well.

There's only one stylesheet for the differ reports and it should be listed in one of the first tags in the XML file. It needs to be in the location specified in that tag for Internet Explorer to find it.
If you need to view it on a PC that doesn't have TestStand installed, there's a tool called the XML Packaging Utility that will put the XML report and all of its dependencies (stylesheet, images, etc..) into one location and make sure they're properly linked... then you can just copy that folder to any other PC.
