why "specify module","edit code" options is disable?

With a Custom Step Step there should not be any Specify Module because the code will be on a PostSubStep. Therefore you disable the Specify Module, Edit Code etc to stop users changing the functionality of the Custom Step Type by adding a Code Module to it.
