Labview executable does not run in other logins

After I install the executable in the adminstrator login(XP), the program loads and functions normally.  But if I close the application, logout, and login as a "regular user", then the executable does not load correctly.  It mostly complains about not finding or not being able to access niScope and niDIO .dll's. 
 
I tried to add the "regular user" as a power user.  This didn't work either.   Is there something that I need to do to make sure that these .dll's are available to everyone who uses the computer?

Try logging in again as the administrator for your computer and editing the permissions for the C:\Program Files\National Instruments\ directory. Your user account should have full control over this directory.

To do this, right click the National Instruments folder and select Properties. Then go to the Security tab, select the user account, and click the checkbox by Full Control.

In my case, I put the *.exe in the "All Users\Desktop" folder. I then had to right click on the *.exe itself and set the permissions there. This was after much beating of my head against the wall and sifting through the forums, so a big "Thank You" goes to Jarrod for getting me on the right track and allowing me to move on.
