PXI 1033 the LINK led blinking red during Test Panels in MAX

I want to know if my configuration chassis PXI 1033 with two devices 6254 and 7811R could works correctly when a VI running and the LINK is bliking in red.

At moment i haven't any hardware connection to the slot..
