Windows Not Recognizing All Devices

I have a PXIe-1078 chassis with PXIe-8301 and 8 devices are attached to chassis. But Windows 11 is recognizing only 4 devices. It seems the issue is not with the slots or devices because when I remove one of the the recognized devices, windows 11 still recognizes 4 devices (one of the devices was not recognized before). Any idea what the issue is?

Did you reboot your PC after removing cards?  PXI is based on PCI, which means you need to have everything there and turned on before the PC boots.

Thank you @crossrulz for the reply.

I did as you suggested and that does not seem to fix the issue. I turned off everything and disconnected the thunderbolt cable from the laptop. I then turned on the chassis and connected the thunderbolt cable to the laptop. I finally turned on the laptop and Windows 11 still recognizes only 4 devices even if there are 7 devices attached to the chassis.
