Hi,
I have a cRIo connected to a laptop without Labview and I try to flash the bitfile to it, so I am following this procedure: http://www.ni.com/product-documentation/54981/en/
Hardware and software seem to be OK: I have the cRIO connected, I can connect to it via IE via Ethernet and almost the whole NICompactRIO15 installed. The I can start RIO Device Setup, which start searching for the cRIO, but it could not find it.
I have no MAX installed, but it is not in the requirement.
Also, I probably do not have all modules installed, the chassis can be completely empty: I do not see why this is a problem to flash a pre-compiled bitfile to the cRIO, but at one point someone suggested it: https://forums.ni.com/t5/Real-Time-Measurement-and/cRio-9073-setup-problems/td-p/3975254?profile.lan...
First, I would like to clarify, these (MAX and all modules) are not necessary for flashing and also I am open for suggestions, as I am not sure why this is happening.

It seems the instructions are not correct: once I have installed System Configuration 18.5, which includes MAX, I was able to discover (with MAX) and then flash (with RIO Device Setup) the cRIO. Sorted.
