We're interested in cpu disruptions on the order of 50 ms (eg something completely dominating the cpu for 50 ms). I'm wondering though if the averaging time on CPU loads was slower than 50 ms, we could miss it (for example, if the averaging was 500 ms, it could be 50 ms busy and 450 ms of idle and look like 10% busy.
