I believe I was incorrect. You don't need to use an additional utility to get scan mode working, because the bit file required for scan mode is sitting on disk, included in the image that gets FTP'd off of the controller when you create an image.

 

The important part is the setting that tells the controller to download and run that scan mode bit file on start up. The setting that says "you are in scan mode, so don't wait for an RT VI to send you a bit file" 

 

I don't know where that setting lives, but for some reason the robust utility you used grabbed it, while your attempt, using the same core VIs, did not grab it.

 

I will do some asking to find out where that setting lives.

I have verified that using the RT Get Image and Set Image VIs leave the controller in a state where the scan engine is running, but the FPGA bit file has not been loaded.

 

Continuing to probe for the root cause...

The tool converted all the file names to lowercase and the filename search for the bit file is case sensitive.
 
Delete the *.lvbitx file at ftp://10.0.60.169/ni-rt/system/crio/ and rename the *.lvbitx.gz file to cRIO-9074_CE_FixedPersonality_1_3_0.lvbitx.gz

*If you aren't using a 9074, rename the appropriate file. 
 
After rebooting you should see a newly extracted file and thing should work.
 
This behavior should be fixed in the next release.
