I'm trying to simulate a SCXI chassis. It has to contain the SCXI-1600 and a SCXI-1520 in a SCXI-1000 chassis. I'm using LV8.0, MAX 4.0.0.3010 and Daqmx 8.0.0.0f0 (according to max).
If no other devices are present I can not simulate this setup: the 1600 module is greyed out
If an other simulated device is present (eg PCI-6251) I can setup the chassis and 1520 module fine but only in communication with the 6251.

I had issues trying to simulate devices with the latest version of DAQmx that was on my LV CD (Aug 2006). I downloaded the latest version and it corrected the issue. You may want to try upgrading to v8.3.0f3 (it's a big one- 575MB)

I am able to simulate the SCXI-1600 but cannot put any of the "modules" into it, ie. SCXI-1100
and when i try to import a configuration from the computer that has the 1600 attached i get the message "SCXI-1600 import not supported" 😞
not sure what to do next...

I too am having problems importing a configuration with the SCXI-1600 in it.
My client exported his full MAX config to a .nce file which I am attempting to load (I don't have access to the hardware).
I'm currently using:
MAX v4.5.0f0
DAQmx v8.8.0f2
LV v8.5.1

At the moment it still isn't possible to simulate the SCXI-1600 in MAX.
