auto start

I recently got the NI-c9139 chassis to start up soon as power switch on WALL is turned ON.  Also I got my project to load up when windows boots up.  My question is how do I have that project file to start in RUN mode automatically and collecting date for us.  Is there some setting for this I can have.  I read the following on NI website:

Automatically run project after loading—Specifies whether to run a project when you load the project. If you enable this option, the project runs once, not continuously. This option does not run hardware steps in the project.  (THIS TWEEK DIDNT HELP)

What does this mean? and I need the project to be running on bootup just as if i pressed the RUN button...and to be running continuously too.  Let me know if there is a way to do this.

I also need to have a project run autonomously.  Using Signal Express (Full Version) on a NI-9139 or NI-9138.  I would think "Automatically run project after loading" under "Tools" & "Options" would start the project running automatically after loading a pre-configured project but doesn't seem to make any difference in if either "Yes" or "No" are selected. 

I have a test where the system needs to automatically start collecting data after cold powerups with no one around to attend the system.
