It was a complete duplication.  I had no idea I had done that one before.  I re-wrote it and everything.

Here we are rotating the same input string a number of times, defined by the length of the input string. 

I think it is really easy to assume that a VI uses the constructs that are appropriate for the operations inside the FOR Loop, rather than actually looking at ther constructs used.  As crossrulz points out Shift Registers would be appropriate for this type of VI, but standard tunnels are used.
