Can't upload the file to roboRIO

I want to upload an image file "FRC_roboRIO_2021_v3.0.zip" to roboRIO using WinSCP, It always fails in the half. 

Some of the file is uploaded before it fails

Can I change the security setting to solve this problem?

When imaging the roboRIO, please use the roboRIO Imaging Tool.  Do you still have an issue when using that tool?
