Rio not communicating

Make sure I understand correctly:

We got the roboRIO to accept the factory image file, 

the status light stayed on for about a minute before turning off

We've power cycled the unit

But it won't boot into safe mode,

and is giving a 2-blink status light?

Correct, when we try to boot in safe mode, we just get the status light blinking two times.

My other coach was able to get it in safe mode, but we are still having trouble getting it to recognize it in the imaging tool

With it in safe mode and connected via USB, are you able to ping 172.22.11.2 ?
