VXIpc-871 does not see onboard hard drive

I have a VXIpc-871 that I just received from one of my vendors. It should have software installed and the BIOS fails to see the onboard HDD. Is there anything I can try to get it to work? I have installed it in a different chasis with no difference. the IDE light will flash when the bios detects the CDRom. but it never sees the HDD. Any ideas?
