I am running the same Version of LabVIEW on both machines and the LabVIEW and Veristand installs both came from the same DVDs.
Some of the plugins were downloaded but I honestly don't remember which plugins I downloaded and which came from DVD. Is there a way to find out?
They DO have different licenses. The machine that is working is on the Professional Development License. The machine that is not working is on the Full Development License and is not connected to a network.

Mike, he is correct that Application Builder comes bundled with LabVIEW Professional. If you have LabVIEW Full Development, you'll need to purchase the Application Builder Add-On.
Can you verify whether or not you have Application Builder licensed on the problem computer? You can check in NI License Manager by navigating to Start » All Programs » National Instruments » NI License Manager. Verify that "LabVIEW 2011 » Modules » Application Builder" is activated (green square)
If after activating, it doesn't work. Jiri had suggested that you try to build a simple LabVIEW dll to see if the build succeeds. If it does succeed, then we know that we can examine the parts that VeriStand installs.
