You should be able to get your Win 2000 machine to recgonize your PC-TIO-10 board. You may have a bad installation of NI-DAQ. I would suggest uninstalling NI-DAQ, take the board out of the computer, reinstall the latest version of NI-DAQ from ni.com. Then follow the procedure here to configure the board.

There is a PCI counter board that you could replace the PC-TIO-10 board. It is the NI 660x board, there are three different versions. I would suggest taking a look at either the PCI-6601 or the PCI-6602 boards linked below.
