I don't think it would indicate much, since there are so many factors involved, from the froum server, to our ISP to our PC's, and especially to the unreliable MS products (IE & Excel).
And of course, little surprises like the message I obtained while opening it this morning (see image below).. 😄
Strangely enough, the second time I opened the file, it was instantaneous. 3rd took approx 2 sec. 4th took approx 8 sec. All this morning, within a 5 min timeframe. Not that it indicates anything, but I have no explanation for the time differences. The 1st attempt did not count because of the error message, but disregarding that fact, it took less than 8 sec. (from the time to proceed after the message).

Wow.. I'm not sure if other see the speed differences I'm seeing this morning, but here goes..
Posted a couple of messages, including the one below. The time after pressing "submit post" is relatively short. <2 sec??
Just posted a message that has no attachment and uses the regular smiley(s). It took way over 30 secs to submit the post. That's a significant difference.
If this one takes more than 10 secs, I'll edit how long it took. There shouldn't be that much traffic this early.. (Maybe Ben's online 😉 )
Actually, to get the Forum page to get the following took approx 30 secs!!

No it has not gotten better. Can't say it is worse. The only thing that has made any difference for me is shutting-off the anti-spyware, and privacy protection on my machine. Even then I am still seeing a delay with he forums being slow to provide me with screen updates. If I watch the network traffic on my machine, it appears I get one blip within a couple of seconds of requesting a new screen, then there is a long delay and then another blip that completes my sceen update.
