I couldn't find any instrument drivers for this instrument at www.ni.com/idnet.

The command set should be provided by the manufacturer. Check the device documentation or contact the device manufacturer. For example, all Agilent or Tektronix instruments (to name a couple) provide full documentation on the command set of their instruments.
